3. Yessss!  For Official Use Only (also known as FOUO) is not a classification at all and is not subject to the same controls as classified information.

FOUO is a document designation used by Department of Defense and a number of other federal agencies to identify information or material which, although unclassified, may not be appropriate for public release. There is no national policy governing use of the FOUO designation. Each government department or agency defines what information shall be protected as FOUO and how its protected information shall be handled.
